Selectmen Minutes 07/21/05
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad B. Dumas

Department Heads:
5:45 – Chief Giammarino –
·       New Part-time Officer – Chief Giammarino introduced Mr. Tim McMahon, a potential part time officer.  Mr. McMahon is scheduled for the part time police academy, held in Keene beginning September.  The class is approximately 80 hours, Mr. McMahon is doing this on his own time, and he will not be paid for this.  
Mr. McMahon stated he is interested in being a police officer on a part-time basis, has always enjoyed law enforcement. He lives in Peterborough with wife, and children.  He was in the Peace Corps and returned to this area about 5 years ago.  He has always enjoyed participating in community-based work.  
Chief Giammarino explained that part-time officers usually are scheduled two days a month, could be more or less.
       Selectmen approved the appointment for Mr. McMahon and welcomed him.

On – going matters:
Waste Water Project – Selectman Brooks went to a meeting this week with Underwood Engineers and SCI –
·       Fencing - The meeting expressed the town needing to take into consideration possible fencing around the system.  This would keep the field free of vehicular traffic.   No decision was be made at this time, waiting for a price – consideration of alternative options was discussed.
·       Replacement pipes – Several pipes coming into the former East Coast Steel lot that are in poor condition.
·       Filters – The system will need a 36” filter as they no longer make the 54” filters the system originally called for. This will need to be inspected every year.
·       Budget- Several items are more expensive than anticipated, SCI will be presenting a cost sheet for this and Selectmen can consider necessary changes.  Anticipated completion within a month
·       Loam – Upon completion loam will be spread before a fence is installed
·       Operator - Discussed options for the operator – Administrative Assistant will contact the two who were interviewed.
·       Site Map – Selectmen would like a map of the site to be on file – protection of the monitoring wells and the system itself is very important.  
Selectman Rainier will discuss with Keith the possibility of adding more fill before the loam.  He will also discuss with Road Agent Fox about installation of snow fence, discuss signage etc.  
Septic System Operational Guidelines – Waiting for some information regarding concentration levels from Keith Pratt  – review at next meeting in August – Administrative Assistant will forward it to John Teague for his review and/or opinion.  When it is complete.
Leaking Roof – Administrative Assistant met with Tom Patton, LGC insurance adjuster.  Internal damage will most likely be paid for.  He wants to meet with Mike Borden before submitting his final report to the Selectmen.  I will forward the report as soon as I receive it, we can then put the job out to bid.
Church Lease – Reviewed and made some changes to the lease.  Selectmen have many questions and comments regarding this possible lease.
Vaihenger – Nothing to report Rainier will meet with Fox and discuss this soon.  Will remain on the agenda until addressed.
Old Lyndeborough Mtn. Road – Selectman Rainier will go look at the road.  It was reported there appears to be two foundations that have been dug in Lyndeborough, with access only from Greenfield.  Administrative Assistant will look into this and get back to Selectmen of her findings.

Legal matters – The meeting that was scheduled for Friday at 9:15 am with Attorney’s, Majeski’s, Judge, Road Agent & Selectmen is cancelled.  The abutter has accepted the proposal from Majeski’s to purchase the property.  
Invitation – You all have been invited to attend the swearing in of the new chief of police of Antrim – Friday, July 29th @7:00 pm at the Town Office -
Bond – The bond anticipation note was purchased, the awarding bank was Ocean National with an interest rate of 3.09%. Two selectmen & the treasurer will need to sign the documents as soon as they arrive.  
Fire Dept. – It is fine for the Fire Dept. to hold their yard sale at the old town office
With no further business, meeting adjourned at 8:00 pm. There will not be a quorum available next week; the next scheduled Selectmen’s Meeting will be Thursday, August 4, 2005 at 5:45
